LE TIBET AU PARLEMENT EUROPÉEN : UNE LARGE MAJORITÉ FACE À PÉKIN, UN HEUREUX AUSPICE POUR LA VISITE DU SIKYONG PENPA TSERING EN EUROPE !

Je tiens à saluer et à remercier chaleureusement l’eurodéputée belge Hilde Vautmans, du groupe Renew Europe, rapporteure sur les relations politiques entre l’Union européenne et la Chine, pour son travail et sa détermination à défendre une politique européenne plus ferme face à Pékin.

Le 7 octobre 2026, à Strasbourg, le Parlement européen a adopté son rapport par 454 voix pour, 86 contre et 110 abstentions. Près de 70 % des parlementaires ayant participé au vote ont ainsi soutenu cette position. Une majorité particulièrement significative !

Hilde Vautmans dénonce la concurrence déloyale, le dumping, l’espionnage, les ingérences étrangères et les dépendances économiques de l’Europe envers la Chine. Elle exige une véritable réciprocité commerciale et appelle l’Union européenne à utiliser pleinement ses moyens d’action pour défendre ses intérêts, sa sécurité et ses valeurs. Son message est clair : « Fin du dumping, fin de l’espionnage et concurrence loyale. »

Mais elle insiste également sur un principe essentiel : aucun intérêt économique ne doit acheter le silence de l’Europe face aux violations des droits humains.

Une formule souvent reprise dans les débats internationaux résume bien cet enjeu : « L’Europe doit avoir sa place à la table, et non être sur le menu. »

Et surtout, Hilde Vautmans n’oublie pas le Tibet !

Sur la question tibétaine, elle défend une ligne de fermeté face à Pékin et demande à l’Union européenne de ne plus dissocier ses relations économiques avec la Chine de ses responsabilités en matière de droits humains.

Elle dénonce le système d’internats chinois imposé aux enfants tibétains, séparés de leurs familles et soumis à un endoctrinement idéologique visant à les priver de leur langue, de leur culture, de leur religion et de leur identité.

Elle s’oppose également à la prétendue « loi sur l’unité et le progrès ethniques », instrument de la politique d’effacement de l’identité du peuple tibétain menée par le Parti communiste chinois (PCC), notamment par l’assimilation culturelle et linguistique forcée et l’imposition du mandarin au détriment du tibétain. Le Parlement européen en a demandé l’abrogation dans sa résolution du 30 avril 2026.

Le rapport et les prises de position de Renew Europe dénoncent également les programmes coercitifs de transfert de main-d’œuvre et les pratiques de travail forcé signalées au Tibet, et demandent à l’Union européenne d’en tenir compte dans ses relations économiques avec Pékin.

Sur le plan religieux, le Parlement européen rejette toute ingérence chinoise dans la reconnaissance des maîtres spirituels tibétains et réaffirme que la succession du Dalaï-Lama relève exclusivement des traditions du bouddhisme tibétain.

Hilde Vautmans appelle par ailleurs l’Union européenne à exiger un accès libre et sans entrave au Tibet pour les diplomates européens, les journalistes indépendants et les observateurs internationaux, ainsi qu’à maintenir la pression sur Pékin pour obtenir la libération inconditionnelle des prisonniers politiques tibétains, notamment du 11e Panchen-Lama, Gedhun Choekyi Nyima, dont le sort demeure inconnu depuis 1995.

Ces exigences s’inscrivent dans la continuité des résolutions européennes consacrées au Tibet et appellent désormais des mesures concrètes de la part de l’Union européenne.

Rappelons qu’en décembre 2023, le Parlement européen avait déjà adopté une résolution demandant l’abolition immédiate du système d’internats chinois imposé aux enfants tibétains, par 477 voix pour, 14 contre et 45 abstentions.

La résolution du 30 avril 2026 a ensuite renforcé cette position en condamnant les politiques d’assimilation culturelle et linguistique, en demandant l’abrogation de la loi chinoise sur l’unité ethnique, en rejetant l’ingérence de Pékin dans la succession du Dalaï-Lama et en réclamant la libération des prisonniers politiques tibétains.

Le rapport porté par Hilde Vautmans s’inscrit ainsi dans une volonté de renforcer la fermeté européenne envers Pékin, tandis que les résolutions successives du Parlement montrent que le Tibet et le peuple tibétain ne sont pas oubliés.

Et quelle heureuse coïncidence de calendrier !

Les débats des 6 et 7 octobre et l’adoption du rapport présenté par Hilde Vautmans interviennent précisément à la veille de l’arrivée en Europe du Sikyong Penpa Tsering, président démocratiquement élu de l’Administration centrale tibétaine, le gouvernement tibétain en exil.

J’y vois personnellement un heureux auspice, comme un magnifique bouquet de bienvenue et de soutien politique offert symboliquement à notre dirigeant tibétain !

Le 8 octobre, le Sikyong Penpa Tsering est arrivé à l’aéroport de Zurich, première étape de sa tournée européenne. Les 9 et 10 octobre, il doit participer à plusieurs rencontres officiels en Suisse et rencontrer et échanger directement les Tibétains de Suisse et d’Europe.

Le 11 octobre, il quittera la Suisse pour Prague, en République tchèque, où il participera à la conférence internationale Forum 2000, du 11 au 13 octobre. Le Sikyong connaît bien cette tribune internationale consacrée à la démocratie, aux libertés et aux droits humains, à laquelle il a déjà participé à plusieurs reprises.

Et comment évoquer Forum 2000 sans rappeler la profonde amitié qui unissait son fondateur, l’ancien président tchèque Václav Havel, à Sa Sainteté le Dalaï-Lama ? Une amitié qui a contribué à donner à la question tibétaine une place particulière dans ce grand rendez-vous international. Pour moi, Forum 2000 demeure aussi une tribune précieuse pour faire entendre la voix du Tibet et du peuple tibétain.

Le 15 octobre, le Sikyong poursuivra sa tournée en Allemagne, avec plusieurs engagements annoncés jusqu’au 17 octobre, avant son retour en Inde, prévu à Delhi le 19 octobre, puis à Dharamshala le 20 octobre.

Cette visite européenne intervient donc à un moment où le Parlement européen vient de se prononcer largement en faveur d’une politique plus ferme envers Pékin. Le rapprochement de ces événements est symbolique, mais il constitue un encouragement pour tous ceux qui attendent de l’Europe une action politique concrète en faveur du Tibet et du peuple tibétain.

Je remercie sincèrement Hilde Vautmans pour son travail de rapporteure, sa détermination et pour avoir porté devant le Parlement européen une politique plus exigeante face à Pékin, sans oublier les violations des droits humains au Tibet.

Merci également aux parlementaires européens qui ont soutenu ce rapport et qui, par leurs résolutions successives, ont exigé la fin des politiques d’assimilation, le respect des traditions religieuses tibétaines, l’accès libre au Tibet et la libération des prisonniers politiques.

Il appartient désormais aux institutions européennes et aux États membres de transformer ces demandes en actes concrets. Aucune relation commerciale, aussi importante soit-elle, ne doit servir de prétexte au silence face aux violations des droits fondamentaux.

L’Europe doit avoir sa place à la table, et non être sur le menu. Mais le Tibet et le peuple tibétain ne doivent pas davantage être sacrifiés au nom des intérêts économiques ou des compromis diplomatiques.

Le Tibet n’a jamais fait partie de la Chine. Le peuple tibétain a le droit d’exister, de préserver son identité nationale, sa langue, sa culture, sa religion et de décider librement de son avenir.

Merci, Madame Hilde Vautmans, pour votre engagement et pour ne pas avoir oublié le Tibet et le peuple tibétain !

Puisse la tournée européenne du Sikyong Penpa Tsering contribuer, elle aussi, à transformer cette solidarité politique en initiatives concrètes pour le Tibet et le peuple tibétain !

THE LISTENING EYE OF THE LITTLE SILLY TIBETAN UGEN-TENZING

TIBET IN THE EUROPEAN PARLIAMENT: A STRONG MAJORITY TAKES A FIRM STAND AGAINST BEIJING, AN AUSPICIOUS SIGN FOR SIKYONG PENPA TSERING’S VISIT TO EUROPE!

I would like to warmly congratulate and thank Belgian MEP Hilde Vautmans of the Renew Europe group, rapporteur on political relations between the European Union and China, for her work and determination to promote a firmer European policy towards Beijing.

On 7 October 2026, in Strasbourg, the European Parliament adopted her report by 454 votes in favour, 86 against and 110 abstentions. Nearly 70% of the MEPs who took part in the vote supported this position. A particularly significant majority!

Hilde Vautmans condemns unfair competition, dumping, espionage, foreign interference and Europe’s economic dependence on China. She demands genuine trade reciprocity and calls on the European Union to make full use of its powers to defend its interests, security and values. Her message is clear: “No more dumping, no more espionage, and fair competition.”

But she also insists on one essential principle: no economic interest should ever buy Europe’s silence in the face of human rights violations.

A phrase often heard in international debates sums up what is at stake: “Europe must have a seat at the table, not end up on the menu.”

And above all, Hilde Vautmans has not forgotten Tibet!

On the Tibetan issue, she takes a firm stand against Beijing and calls on the European Union to stop separating its economic relations with China from its human rights responsibilities.

She denounces the Chinese boarding school system imposed on Tibetan children, who are separated from their families and subjected to ideological indoctrination designed to strip them of their language, culture, religion and identity.

She also opposes the so-called “Ethnic Unity and Progress Law”, an instrument of the Chinese Communist Party’s (CCP) policy of erasing the identity of the Tibetan people, particularly through forced cultural and linguistic assimilation and the imposition of Mandarin at the expense of the Tibetan language. The European Parliament called for the repeal of this law in its resolution of 30 April 2026.

The report and Renew Europe’s statements also condemn coercive labour transfer programmes and forced labour practices reported in Tibet, calling on the European Union to take these violations into account in its economic relations with Beijing.

On religious matters, the European Parliament rejects any Chinese interference in the recognition of Tibetan spiritual leaders and reaffirms that the succession of the Dalai Lama is governed exclusively by the traditions of Tibetan Buddhism.

Hilde Vautmans also calls on the European Union to demand free and unhindered access to Tibet for European diplomats, independent journalists and international observers, and to maintain pressure on Beijing to secure the unconditional release of Tibetan political prisoners, particularly the 11th Panchen Lama, Gedhun Choekyi Nyima, whose fate has remained unknown since 1995.

These demands build on previous European Parliament resolutions concerning Tibet and now call for concrete action from the European Union.

Let us recall that in December 2023, the European Parliament had already adopted a resolution calling for the immediate abolition of the Chinese boarding school system imposed on Tibetan children, by 477 votes in favour, 14 against and 45 abstentions.

The resolution of 30 April 2026 further strengthened this position by condemning policies of cultural and linguistic assimilation, calling for the repeal of China’s ethnic unity law, rejecting Beijing’s interference in the successionl of the Dalai Lama, and demanding the release of Tibetan political prisoners.

The report presented by Hilde Vautmans therefore reflects a determination to strengthen Europe’s stance towards Beijing, while successive European Parliament resolutions demonstrate that Tibet and the Tibetan people have not been forgotten.

And what a fortunate coincidence of timing!

The debates of 6 and 7 October and the adoption of Hilde Vautmans’ report came just one day before the arrival in Europe of Sikyong Penpa Tsering, the democratically elected President of the Central Tibetan Administration, the Tibetan government-in-exile.

I personally see this as an auspicious sign, like a magnificent bouquet of welcome and political support symbolically offered to our Tibetan leader!

On 8 October, Sikyong Penpa Tsering arrived at Zurich Airport, the first stop on his European tour. On 9 and 10 October, he is scheduled to attend several official meetings in Switzerland and meet and speak directly with Tibetans living in Switzerland and across Europe.

On 11 October, he will leave Switzerland for Prague, in the Czech Republic, where he will attend the international Forum 2000 conference from 11 to 13 October. The Sikyong is well acquainted with this international platform dedicated to democracy, freedom and human rights, having participated in it several times before.

And how could we mention Forum 2000 without recalling the deep friendship between its founder, former Czech President Václav Havel, and His Holiness the Dalai Lama? A friendship that helped give the Tibetan issue a special place at this major international gathering. For me, Forum 2000 also remains an invaluable platform for making the voices of Tibet and the Tibetan people heard.

On 15 October, the Sikyong will continue his tour in Germany, with several engagements scheduled until 17 October, before returning to India, where he is expected to arrive in Delhi on 19 October and Dharamshala on 20 October.

This European visit therefore comes at a time when the European Parliament has just voted by a large majority in favour of a firmer policy towards Beijing. The timing is symbolic, but it is an encouragement to everyone who expects Europe to take concrete political action in support of Tibet and the Tibetan people.

I sincerely thank Hilde Vautmans for her work as rapporteur, her determination and her efforts to bring a more demanding policy towards Beijing before the European Parliament, without overlooking the human rights violations taking place in Tibet.

My thanks also go to the Members of the European Parliament who supported this report and who, through successive resolutions, have demanded an end to assimilation policies, respect for Tibetan religious traditions, unrestricted access to Tibet and the release of political prisoners.

It is now up to the European institutions and Member States to turn these demands into concrete action. No trade relationship, however important, should ever be used as an excuse for silence in the face of violations of fundamental rights.

Europe must have a seat at the table, not end up on the menu. But neither Tibet nor the Tibetan people should be sacrificed for economic interests or diplomatic compromises.

Tibet has never been part of China. The Tibetan people have the right to exist, to preserve their national identity, language, culture and religion, and to freely determine their own future.

Thank you, Ms Hilde Vautmans, for your commitment and for not forgetting Tibet and the Tibetan people!

May Sikyong Penpa Tsering’s European tour also help turn this political solidarity into concrete initiatives for Tibet and the Tibetan people!
