First Inter-Parliamentary Group for Tibet launched in the Spanish Senate
Lancement du premier groupe interparlementaire pour le Tibet au Sénat espagnol
Madrid: In a historic first, an Inter-parliamentary Group for Tibet was officially launched in the Spanish Senate on 21 February 2023. It’s a cross party group of 29 Senators.
An inaugural function was held to mark the formation of the group in the Manuel Giménez Abad hall of the Senate in the presence of Representative Genkhang, Venerable Thupten Wangchen and Thupten Gyatso, Members of Tibetan Parliament in Exile representing Europe and Africa and Ringzing Dolma, President of the Tibetan community in Spain.
In his briefing, Robert Masih Nahar, President of the group, described the primary goals being to promote broader international recognition of the Tibetan issue specially aimed at improving the respect for human rights in Tibet; drawing attention to the unresolved issue of Tibet; working together with other inter-parliamentary Tibet Groups in the European countries and the Tibet Intergroup in the European Parliament to support the call for the appointment of the “EU Special Representative for Tibetan affairs” with the mandate to promote substantive dialogue between the Envoys of His Holiness the Dalai Lama and the People’s Republic of China.
CTA’s Sikyong Penpa Tsering welcomed the formation of the Inter-Parliamentary group for Tibet in the Spanish Senate and extended an invitation to Senators to visit Dharamsala in the future in his video message.
Representative Genkhang, on behalf of the Office of Tibet, welcomed the historic initiative and thanked the President and the 28 other Senators for their support. She then gave a brief but compelling presentation on the situation in Tibet in general while highlighting the most pressing issues.
“Setting up an Inter-Parliamentary Group for Tibet at such a critical time in Tibet’s history is an act of solidarity with the six million Tibetans that are undergoing tremendous suffering under the Chinese Communist Party. This also reflects your support for non-violence advocated by His Holiness the Dalai Lama and the commitment of the Central Tibetan Administration to solve the Sino-Tibetan conflict through dialogue”, Representative Genkhang further added.
The three other Tibetan speakers also recalled the direness of the situation in Tibet and commended the Senators for their support in establishing the group and urged for continued support.
Establishment of this group was the next logical step following Senator Nahar’s participation at the 8th World Parliamentarians’ Convention on Tibet in Washington DC last year. The Office of Tibet, Brussels, has had the privilege of keeping in close contact with Senator Nahar ever since.
Around 35 Senators and journalists attended the launch of the Inter-Parliamentary Group for Tibet. Representative Genkhang offered a traditional Tibetan scarf, a pin of the Tibetan flag and a dossier with important documents translated in Spanish to each member of the group. The inaugural function ended with a lunch hosted by the Office of Tibet, Brussels, in honor of the members of the new group.

Madrid : Dans une première historique, un groupe interparlementaire pour le Tibet a été officiellement lancé au Sénat espagnol le 21 février 2023. Il s’agit d’un groupe interpartis de 29 sénateurs.
Une cérémonie inaugurale a été organisée pour marquer la formation du groupe dans la salle Manuel Giménez Abad du Sénat en présence du représentant Genkhang, des vénérables Thupten Wangchen et Thupten Gyatso, membres du Parlement tibétain en exil représentant l’Europe et l’Afrique et Ringzing Dolma, président de la communauté tibétaine d’Espagne.
Dans son briefing, Robert Masih Nahar, président du groupe, a décrit les principaux objectifs étant de promouvoir une reconnaissance internationale plus large de la question tibétaine visant spécialement à améliorer le respect des droits de l’homme au Tibet ; attirer l’attention sur la question non résolue du Tibet; travailler avec d’autres groupes interparlementaires sur le Tibet dans les pays européens et l’intergroupe Tibet au Parlement européen pour soutenir l’appel à la nomination du «représentant spécial de l’UE pour les affaires tibétaines» avec pour mandat de promouvoir un dialogue de fond entre les envoyés de son Sainteté le Dalaï Lama et la République populaire de Chine.
Sikyong Penpa Tsering du CTA a salué la formation du groupe interparlementaire pour le Tibet au Sénat espagnol et a invité les sénateurs à se rendre à Dharamsala à l’avenir dans son message vidéo.
Le représentant Genkhang, au nom du Bureau du Tibet, a salué l’initiative historique et a remercié le président et les 28 autres sénateurs pour leur soutien. Elle a ensuite fait une présentation brève mais convaincante de la situation au Tibet en général tout en soulignant les problèmes les plus urgents.
« La création d’un groupe interparlementaire pour le Tibet à un moment aussi critique de l’histoire du Tibet est un acte de solidarité avec les six millions de Tibétains qui subissent d’énormes souffrances sous le Parti communiste chinois. Cela reflète également votre soutien à la non-violence prônée par Sa Sainteté le Dalaï Lama et l’engagement de l’administration centrale tibétaine à résoudre le conflit sino-tibétain par le dialogue », a ajouté le représentant Genkhang.
Les trois autres orateurs tibétains ont également rappelé la gravité de la situation au Tibet et ont félicité les sénateurs pour leur soutien dans la création du groupe et ont exhorté à un soutien continu.
La création de ce groupe était la suite logique de la participation du sénateur Nahar à la 8e Convention mondiale des parlementaires sur le Tibet à Washington DC l’année dernière. Depuis lors, le Bureau du Tibet à Bruxelles a eu le privilège de rester en contact étroit avec le sénateur Nahar.
Environ 35 sénateurs et journalistes ont assisté au lancement du Groupe interparlementaire pour le Tibet. Le représentant Genkhang a offert une écharpe tibétaine traditionnelle, une épinglette du drapeau tibétain et un dossier contenant des documents importants traduits en espagnol à chaque membre du groupe. La cérémonie inaugurale s’est terminée par un déjeuner offert par l’Office du Tibet, Bruxelles, en l’honneur des membres du nouveau groupe.
